Phil provides executive oversight on client Program Work for CLS, enhancing communication, education and management of client expectations by utilizing Project Controls. He has over 30 years of experience in all phases of transmission and generation projects, including public involvement, routing, permitting, land acquisition, engineering, procurement and construction. Providing strategic direction, Phil assures client objectives are achieved and project risks are managed appropriately, implementing project management and cost control procedures, and providing and evaluating performance measures.

Phil serves as the Corporate Safety Officer. Under his leadership, CLS employees achieved one million manhours worked in 2018 without a safety incident.

Phil earned his Bachelor of Science degree in Mechanical Engineering from Western Michigan University. He also completed the Executive Development Program at Indiana University Kelly School of Business and the Leadership NiSource program. He is a Licensed Professional Engineer in the State of Indiana and a Project Management Professional, completing this program through the Project Management Institute. Prior to joining CLS, Phil was with Northern Indiana Public Service Company (NIPSCO). Phil’s prior experience includes leadership roles in Major Projects, Outage Maintenance, Engineering and Operations Departments.
