country. At Contract Land Staff (CLS) our Right
of Way agents are not contract employees. They
are direct
employees with all the benefits of such – medical,
dental, vision, insurance, ST/LT disability, 401(k),
and more.
Creating a full-time staff was a deliberate decision
on our part. It simply makes good business
sense. Our employees have a vested interest
in your success, which means they are more involved
in the decisions they make on your behalf.
CLS can
provide you with immediate access to an experienced,
highly-qualified pool of Right of Way professionals
who have the ability to hit the ground running. We have project managers, abstractors,
negotiators, Right of Way agents, site acquisition
agents, relocation specialists, property managers,

- Virtual
Right of Way Department™ – Complete
or partial outsourcing of your land records
management to CLS’s Right
of Way professionals.
- Individual Outsourcing – You
select agents you want assigned to your project. CLS
provides liability insurance, worker’s
compensation, and unemployment insurance, and
we take care of withholding and reporting all
required federal and state tax. Agents
are required to meet CLS’s stringent
criminal history, motor vehicle, education,
and reference screening standards.
- Temporary Staffing
of In-House Land
Administration Specialists – Understaffed
land or real estate department? Peak
demand? Special projects? No matter
what your short-term need is, CLS can provide
you with talented Right of Way personnel
to ensure your projects are completed in
a timely and efficient manner.
- Long-Term In-House or Field Right
of Way Agents – When budget
restrictions won’t allow for the hiring
of permanent Right of Way staff, you can
augment your full-time team with CLS Right
of Way agents. Supplementing your in-house
team with CLS agents gives you access to
expertise that may not have been previously
available internally, thereby boosting your
overall performance.
We offer opportunities for both International
Right of Way Association (IRWA) and CLS Professional
Development Institute training for our agents
because we believe that enhancing the skills of
our people will positively impact the success of
your project. Rigorous interviewing, screening,
drug testing, evaluation of on-the-job performance
and careful assessment of each individual client's
needs further insure consistent quality service.
CLS carefully selects the manager and land
personnel to assign to you according to their
past experience, project-specific expertise,
suitability for the locale, proven ability
to work with stakeholders, and their ability
to meet schedules and deadlines. The performance
of all CLS field managers is monitored by CLS’s
Leadership Team to ensure we’re
